Rao was part of a group of independent experts under the Commission that wrote a recent report on HIV in the Pacific.
Rao says data was unreliable or non-existent on many aspects, and the Commission was handicapped in making projections for the future.
Rao says would now like to see more data on behavior patterns.
"That means what is the behavior pattern among different section of the communities like young people, the men, women, children etc so this is normally done for what is called a behavior survey normally not done every year but at least once in every 3 years. Countries need to collect behavior studies and this is useful not only for AIDS but it understudy the sexual behavior of young people in the country."
